This quote is often referred to in architecture and design. The idea is that the design of something should correlate with what it is meant to do.  A chair should be designed for sitting, a kitchen for cooking, a football helmet for protecting the head, etc. 

If we accept that the function of every classroom is to maximize learning for each student, then it follows that the physical space of the classroom should be purposefully arranged to meet that function. The physical classroom provides the foundation for effective teaching and learning.
